Hey guys, What the hell is wrong with my ghey *** internet speed??

I have 1.5 MB service where i live and that about what it will DL at 1.4-1.6 meg per second.... Well i thought it was runniing a bit slow so i thought I had some malwre or something, so ran a bunch of tests and cleaned everything out, then ran a speet test.. heres what i got
