ok so I am building an 18 and got the basket and recone from team psi. I told him the diameter of the pole piece was 2.999 measured with a digital caliper. and he sent me a recone kit with a three inch coil. it seams kinda tight. is that clearence seam to little? and also what should I use for shims? and what kind of glue do I use and where do I get that glue?

You can use rubberized CA glue or epoxy, you can pick up the epoxy anywhere but the CA you would have to hit up a hobby store or online.

Ive used index cards as shims and they worked great. They should fit snuggly between the coil and pole peice.

There are some threads about reconing on here that have great picture tutorials.

ok so is like 1 to 2 thousandths what the clearence should be? because the inside of the former is only 2 thausandths larger then the pole piece and i had to use a piece of tracing paper for a shim. the only problem is i couldnt seam to get a piece all the way around. i used 5 pices evenly spaced. should that be good?
