let me throw a wrench in your theory.....

thank you for that.....wire is rated at amperage(for a said voltage).

it can be simplified....that plug can handle 20 amps at 125v. that comes out to 2500watts. if your theory is right and it could handle 20 amps at any voltage(lets say 500 volts) than it would be able to take 10,000++ watts. I am going to follow my instinct on this one, i still think i am right.
