You can save a TON of money on the headunit if you're willing to go used, which I'd highly recommend... but besides 3 preouts, are you looking for anything else in the HU? Aux input, ipod connectivity, CD player, satellite radio ready, hd radio ready, blue tooth? Unless you're willing to go used, you're not gonna find shit for $100:\

If the extra 40 bucks for the more powerful amplifier isn't a huge deal, I'd go for that. You can set the gain lower so your amp doesn't work as hard, and is less taxing on your electrical... and then you have room to upgrade later. So if you decide for that one, you need a D4 sub. I'm strongly recommending the Obsidian in your application.
Yea, are you paying for the pioneers, if so, how much? They're just nothing good, for a few extra bucks you can get some solid speakers.
