head unit help

i have a pioneer that puts out 17 rms x 4, and then a jvc that puts out 20 rms x 4. and the difference is huge. the pioneer doesnt sound like its putting out 17, sounds worst then a stock with high quality speakers. just want to know if there i a way to tell if a head unit is broken andif so a way to fix it.
