Gain setting question

My amp is rated at 400rms at 14v, my car doesnt put out 14v so i figured out my amp puts out 342rms at 12v. So should i use the 342 or 400 for the number to take the square root of?

Also why does most amp info only tell you what it does at 14v, if the majority of cars only do 12v. How do i get 14v?

 
Will do here shortly, its a 96' plymouth neon if that matters. Oh and i used cross multiplication to figure it out. 14/400 x 12/X
