fuse block with volt meter?

i just istalled a fuse that has a volt meter on it and it doesnt show anything on the meter... its an inline 150amp fuse with a meter i forget wat brand, but should the meter always light up? none of the numbers light up wen i play my sounds...is there a speciall way to hook these up or is it probably broken?

my question is, is it suppossed to stay on? is it ok, or do i need to install a switch to turn it on an off?

If it stays on constantly it will cause a parasitic drain on your battery and kill it eventually. Put a toggle in somewhere to turn it off when you aren't using it. Even a little current is enough to kill the battery- I have seen a tiny map light in a grab handle nuke a battery overnight. A toggle would cost what? $3?

 
this one is an inline fuse with a voltmeter and the only wire that goes in is the power cable and the way its grounded is when you mount it to you car. it has no other wires...
