front stage issue

i have installed my amp for my front stage. its a 2 channel amp cheapie from ebay. i read 12V with the car off but im getting this high pitch whirling noise. the speakers are properly input and i bought new rca's. my sub ouput from my deck doesnt do this. any ideas on what it is? its not a bad ground i know for sure and rca's seem to be fine

 
pioneer deck. not sure which model as i got it 2007. the sound does get louder when i rev up my rpm's. the power wire and rca's are ran pn opposite sides of the car.

this is why im stumped. i dont drop voltage either. and my rear speakers that are ran off the head unit work fine. as of right now they are all the music i have, which isnt much

 
you plugged the RCA's in to the amp while the deck had power...or didn't have the amp grounded properly and it tried to ground itself through the RCA's ground....either one blowing the pico fuse that breaks the RCA ground from the deck to protect your deck from improper amp installations
