Do you know how incredibly cheap and easy it is to setup a PHPBB? Having your own could accomplish your **** yesteryear wishes. You could ban all you want to then.

phpBB sucks ***... ans is a major heartache to any server... seriously if your going to contemplate that... go with VBulletin
