external voltage regulator help

I installed an ea 200a alty with an external voltage regulator(911-02r). Well when i start the car without the pos of the alty to the battery plugged up its at 25.4v... wtf. It dont matter where the dial is at. Im not gonna plug it up the pos of the alty to the battery til its down to 14-18v. nebody know whats up?

 
Without seeing it its hard to tell. Which vehicle is it? Did you have to wire into the factory wiring at all or did you run new wires?

Could also be a bad regulator, I have seen more than a few of those.

 
its in a 99 tahoe with the vortech 350. i wired the external regulator to:

pos of the batt

the neg to ground

the lead to the alty

all my wires

I dont understand why its showing nething when the vehicle is off tho
