Since you are under 18 legally the only reason your parents would have to sign something is if you would be working past federal minor work laws.. IE they want you to work up till 11:00pm on schoolnights and 12am on non school nights.
If you have provided a drivers license all you technically need to show now is a birth certificate or social security card. As long as you have your birth certificate they should hire you. If you were born in another country or are here on temp/perm basis, any paperwork showing that would work as well for a second id.
This lady either needs to learn the laws of hiring or loosen up a bit, because it is not as strict as she is making it. I would never make an employee of mine run around in circles like this over a friggin I-9 form. Especially when two-thirds the businesses in the country do not even require employees to fill them out.
