Yes, when I worked at Lowe's I negotiated my wage, when I worked at the Dollar Store, I negotiated my wage. When I worked at Food Lion, I negotiated my wage. Every person I ever met who wasn't in a Union negotiated their wage.
During the interview, they make an offer, and then you counter and explain why. If they do not feel you are worth that much, they then counter. If you two don't agree, you seek employment elsewhere.

The job I have now, there is no negotiation. There is a payscale for all the world to see. Job X gets this rate and only this rate per Congress.

Walmart doesn't work that way. You work for what they offer or they hire someone else. When I was 18 I interviewed at Walmart and was offered a position and they would not match Kmart's wages.
