You can slipstream a copy of SP3 onto a Windows XP install really easily. Download a copy of SP3 and copy the entire XP install disk to your HD. Google "XP service pack slipstream" and you'll be golden. It's really easy to do and saves so much time if you have multiple installations.

I'm guessing you don't have a genuine copy of windows. Also, even if you manage to get the sp3 copy, it still wont install if your windows is not genuine.
