I guess it would depend on how deep the scratches are and how nice of a paint job you want.Lets say your car is silver, but has some scratches and stuff and needs to be painted. Does it need to be sanded and all if you are just repaining it silver?
Sure the scratch would be the same color as the new paint job but if it's deep enough you still might be able to see it after paint. Sanding is to make everything flat as possible with no imperfections for the paint. That's why nice paint jobs come out like glass.
great paint job = proper prep, multiple base + clear coats, wet sanding, polishing, buffing
