Canadian guys help!

I've got a potential buyer of my subs that lives in Canada. He wants me to declare the value at $30 to avoid dutys. What are the consequences to the items being found worth a lot more??? I've seen pics of the customs guy opening boxes.

I send stuff to my cousin.. and say the value is $40 to avoid the duty. I have never been caught. My cousin says they even open his boxes sometimes and see the actual receipt (with real price) and they do not do anything. Not sure how this will work all the time. But I think if you are caught then nothing can happen that I know of, the Canadian receiver will be required to pay the Duty tax.

I always have a backup plan for if I was caught... and it is to say that I paid only $40 for the item at a yardsale and was unaware of the real value. Not sure if that would work... but I'd try it.
