can 4 ohm sub do 2 ohms?

oddly enough, the FS on some dvc 4 subs can differ from the FS on dvc 2 subs of the same brand size everything... (im speaking of Orion H2's as a reference point)... I have no idea why, I can only think the wire is a different weight and changes the mass of the motor???
