the cathodes are very cost effective and very bright, just make sure you mount them properly. If there's a bend in them, you can crack the inside tube and they'll be worthless.The cathode kit on oznium would work for under the dash and seats. http://www.oznium.com/cathode-kitIt's $8 for 2 tubes and the transformer to power them. Thats what I have in my car, cheap and effective.
I would get streetglow for the underbody.
StreetGlow makes good underbody kits, and if you're interested, PM me, I have a LightStrike kit BNIB for less than you can find them anywhere, including ebay.
I also wouldn't hesitate to buy a FlowLighting kit. Those are Phil's lines, along with the cold cathodes.
