$135 is enough to have more than 10 choices to pick from.

Oz Audio Vector series are pretty good, Crunch's GP is decent, I think the entry level subs from Incriminator Audio and SSA are around that price, JL W0/W1 are in that price new.

If you wanna go REALLY budget then buy a Lanzar MAX10, I think they go for about $60 on ebay, throw it in a 100% polyfilled small/medium sealed box and you'll be surprised by the result.
