How low should you tune a box to be able to really hear the lows?

I want to be able to really hear and feel about 25 Hz

May I ask, what music you are playing that has 25 hz peaks in it? Many people cannot hear 25 hz even.

They will be Psi subs most likely and im not sure of the amp yet

Tune @ 27-30hz and you should be able to play down to @ 20 before you unload too badly provided you get a higher tier woofer. I would suggest getting into some LMS motor sub(s) if you really feel the need to listen to "music" that plays below 30hz.
