To make it easy for you (if you don't know how to design slot ports) you can just build a 1 cubic foot box and put a 3" PVC pipe 11" long in the box. That will give you 38 hz tuning.

40 seems high to me as well....I personally have 10's ported @ 24hz, but that is crazy to most people and on the other end of the spectrum:
