Over time on these older Chevy's or any vehicle in that matter start to rust and the freeze plugs rusting cause them to break and leak coolant, that is why they came out with brass plugs for these older Chevy's that are rust resistant.That sounds like a huge task. It can happen on modern vehicles also, but it would take a hell of a lot of bad maintenance and use of pure water as coolant.
Also I'm a stock rim kind of guy so I rather paint a pair of stocks black then to use these spagetti tires.
