Looks by the pic that they are pointed down and in front of the HU? That's definitely not optimal. You might have to re-fabricate those puppies. Double sided tape is your friend in the mean time.How badly off-axis are my stock a-pillar tweeter locations?And how bad would you say the distance from the woofer/mid is?
Would I just correct for anomalies with amp gain and eq/x-over point adjustments?

No, you cannot correct for poor FR by changing the amplitude and xover points. You can attenuate with the EQ, but in the case of a sub-par install it's obviously just a band aid.
