You can change a cut out. You should change it. The 2 cubes is really less then 2 cubes. 8s will be better then 10s.
so i could reduce the cutout to 8's ported or seal the ports and use the enclosure sealed with 10's. which would hit harder, chest pounding kick drums, musicly

 
Space makes bass. That is all that needs to be said. A ported 10 is best in 1.25-1.5 cubes. Anything less will kill efficiency
not true thats all Dependant on sub. tc9 subs are historically built for 1.5 cube for a 12. the sd3-10 is designed to work in a 1 cube ported enclosure for example
