heavy duty rivets can hold especially if he makes rifges on the sheet metal to strengthen it

dude trust me ive seen rivets hold 2000lbs and it did a good job doing just make sure you put enough dont be jew with them but dont be generous

angle iron, a drill and a grinder, bolt it together with nuts and bolts. (well i used to weld it) Thats how i uses to make trays when I had battery racks for my hydraulics
