battery resting at different voltage than cap in back?

Ok, I tested my voltage again and got some new readings. With the car off, acc off - 12.20. With car off, acc on 12.09. Car on, loads off- 14.4-14.58. With car on loads on- 14.4-14.58 (music like half way). I still need to do the big 3 to help with voltage drops at high volumes. I also have the batt charger on it as we speak.

 
IMO it could be the cap.It depends on the cap you have but this could be caused by a diode in the cap. this would allow the voltage in the bat to drop while the cap stayed the same. a good way to test this theory would be to put the charger on the bat. if the bat charges higher then the cap at the original voltage and the cap voltage rises with it then that is what is going on.

 
Caps are not always that accurate and it sounds like your meter isn't either you really shouldn't be able to start it with that low voltage. But i've seen some crazy stuff before. Check your batt in your meter sometimes when there going dead they misread voltages.
