Bad Amp?

I have a Soundstream Reference200 that a friend gave me. I hooked it up this weekend and I was getting very low volume from the left channel. I swapped rca's to see if it was my HU or a bad rca and the left channel was still low. I disconnected the speaker wire and checked the voltage. I'm getting 14.1 volts out of the right channel but only 3.8 volts out of the left. Is the amp fixable or am I better off getting another amp. Listening to one channel is very annoying.
