are the fuse ratings on an amp how many amps it draws?

By using an amprobe. Clamp it on and it will tell you how many amps you are pulling. Or you could do Watts x Volts = Amps, but it will be a little higher than that based on how efficient your amp is.

i do believe it is max amp, so ur system will probably never reach that. But it can be deceiving as some manufacturers use internal fuses. I believe the Md3d from US Amps has this

 
A good start is by determining current draw based on power output and efficiency.

Find out your amp's efficiency, then divide the amp's RMS output by the efficiency (eg if its 75% efficient, divide by 0.75 .) Next divide by your car's voltage. This will give you the amperage draw.
