Amps Input Both at 13.5V but..

no sound.

I put the Vmeter at my crossovers, and there's no readings anywhere.

Both amps have their lights on as well, and no fuses blown.

I imagine maybe the amps are done? Can I be sure it's the amps though, not the crossovers and sub itself?

I haven't even driven my car in over a year and been out of the car audio game for longer then that so I'm not sure what's going on here.

Do your amps have crossovers? If so why are you using the inline crossovers? The only reason you should use those is to set your tweeter at a lesser power level than your mids. Also, are you sure you have your head unit set to send signal to the amps? You test by hooking ANYTHING else with rca audio out into your amps. If you hear sound, your head unit needs to have the option turned on to send signal out its rca's. If signal is getting there, your amps are on but they aren't putting anything out make sure the light is the normal operation light and not the protect light. Hook a speaker up directly to the amp and see if it plays. If it does, it's your crossovers.
