I think what OP is saying is that while our govt didn't give the terrorists that committed the act the order and access to commit the atrocity, the govt's lack of action while knowing such an attack was coming shows their lack of care for the people. It can be extended further to say that since the govt knew it was coming and didn't respond accordingly, but used what happened to further the president's agenda (invading Iraq) that the govt was in fact PLEASED with the terrorist attack because it allowed things like the Patriot Act to be passed as well as acceptance by the public to go ahead with war (even though we didn't even go after the supposed attackers).

It's all more complicated than any of us could imagine I'm sure. I mean come on, who woulda thought that 50 years ago our gvmt planned out using all the other countries oil, building up debt, etc, with the intention of not paying it back, knowing that once oil becomes sparce there, and the U.S. has only used 10% of its oil, and they used 90% of thiers, which we also used, making us the most powerful country in the world yet again, with all our debts forgiven so we'll sell them our oil. the world is full of smart, corrupt people.

I believe 9/11 was preventable. I mean the facts are there. But like I said, much more complicated than we could imagine.
