You can't just say 8" + 8" = 16", therefore it has more cone area. There is a T/S parameter to tell you exactly how much surface (cone) area a particular driver has; it's called Sd. You must compare the total Sd of the two drivers in question in order to determine which has more cone area, and how much more cone area. Using your theory, two 8's should have more cone area than a 12" speaker. The RE RE8's have Sd of 195cm^2, so they have a total Sd of 390cm^2 for the pair, whereas the RE RE12 has an Sd of 500cm^2. As you can see, the 12" clearly has more surface area than the pair of 8's.
And even then, cone area alone does not determine output. You need to consider how much linear displacement each driver (or pair of drivers) have. Total linear displacement can be found by multiplying Sd * Xmax.

My home subwoofer is a Velodyne as well. Its a 10" servo controlled with a 80 watt amp. I paid $970 back in '93 and it is STILL going strong 12 years later.my dad runs a 8" velodyne sub with 2000 digital watts rms... that thing is unreal.
