4 channel issue

So I got a ts400x4 running my mids and highs. It sounds pretty clean and does ok. It doesn't keep up with my sub stage though, even with the sub output set low. I'm thinking the ts400x4 isn't pushing enough power but I'm not sure. I did a quick swap with a borrowed wally world pioneer 4 channel and my mids and high sounded a fair bit louder. Both amps were rated about 60w at 4ohm. So I'm thinking it's either the taramps doesn't make rated or something else is going on with it. My grounds and connections are all good, that's the first thing I checked.

Have you checked with an SPL meter?
Running both amps full range for apples-to-apples comparison?
Identical wiring/connection scheme?
