15 inch in a 1.5 CFT Box

All right I’m looking to find 2 15-inch subs that will sound great in separate 1.5 cubic foot boxes. I would like them to have a fairly high SPL and still be moderately priced. I don’t know what I am hitting now but it shakes my dash at about 40 Hz and the doors want to pop out. Basically I just want them to preferably louder or as loud as what I have now.

Would a radio shack DB meter be accurate enough to get a close gauging of what I am hitting now?
