This is why I fully support an institutional reproduction program. All governments must remove / inhibit all individual's ability to reproduce. There are shots/implants that can remove a female's reproductive capability for up to 5 years. There should also be something developed for males.

Everyone choosing to ********* may do so without the ability to reproduce. Then when ready they can apply for the right to reproduce. They must have a financial capability and a healthy marriage to raise a kid.

This will reduce/manage population growth and only allow those capable of raising kids to do so.
