You can't charge at 21-23v.The regulator only goes up to 20.You odviously have no clue.

Car audio alternators and regulators are typically set with a 20v ceiling.

But custom alternators/regulators can go as high as you want.

I have worked with Gillig bus alternators and they charge at 32v max for a 24v battery setup.
