So you are saying that Biden's budgets were just an unapproved estimate.
A budget is set aside for a thing. If the thing is not approved then it does not get the budget. The budget is still there to now be used for something else that can be approved or not approved.Again, that would mean that Biden's BUDGETS have not been approved.
