False. A budget means that it was approved. The Biden administration never approved $400 million of spending on cybertrucks. That's patently false.
A budget doesn't mean anything was "approved". A budget is an estimate of income and expenditure for a set period of time. - Taken right form the dictionary.
I've taken plenty of economics courses during my undergraduate.
But you didn't know what a budget was..... smells like bullshit to me.

You might be confusing personal finances with the US Government budget process.

The POTUS proposes a budget, and Congress approves or denies.
The power of the purse belongs to Congress, not the POTUS.

Budgets are a spending plan. These have to be approved the same as actual appropriations.

No, you are. I gave you the definition of the word budget. It's not my problem if you can't understand definitions. No where in the definition does it say anything about "approved".

Did you also not care when we had the housing crash under Bush, heavily driven by false valuation, just like Trump did for his properties? Or is it only for Trump's illegal dealing that you don't care?
Of course I cared, it ended a career and imploded my mortgage company. But, the interesting thing about that is, since I worked in the industry, I know it was banks that overvalued the properties, not the borrowers. In all my time I never once heard of a borrower being able to determine the value of their property, that was always the lender's responsibility.
You telling the bank your 4Bedroom/2Bath house with attached garage is worth $10M, is a far cry from Trump claiming his properties are worth tens of millions more than they are. SHow me a house in your immediate neighborhood that is selling for $10M.

Hyperbole is one thing. Using that hyperbole to illegally secure loans while simultaneously committing tax fraud?

The US goes after about 55,000 cases of mortgage fraud a year. Most of them are of the single-home variety.
Trump's hundreds of millions are far bigger. Why should he get a pass?
Because to commit fraud (unless you're Trump), somebody has to be defrauded. Deutsche Bank certainly doesn't feel they were defrauded.
And don't blame the bank for not being secure enough. That's akin to blaming a 7-11 for getting robbed because they didn't do the money drop on time.
But it's the bank's job to verify the information they are given.
Quite a hasty generalization there. Let's break it down:
1. I don't think Musk is doing an actual audit. He has done many illegal things with this "DOGE" team. Trump has facilitate him and broken laws in doing so.
2. The DOGE team claims to have "uncovered" BILLIONS in fraud in a few day's time, which is pure bullshit and we all know that. It takes a team of auditors months or even years to do an accounting on a big corporation. The teams can be 100 people or more.
3. I don't like the illegality and dishonesty of what Musk, DOGE, and Trump are doing, so therefore I must like fraud, waste and abuse.

So following that logic train that you chose, can I assume that since Trump commits financial fraud and you are OK with it, you think it is OK for everyone else to do it?
Since you have no problem with Trump being a ******, you think everyone else can do it?
Since you have no problem with Trump violating the COTUS over and over again, we should just get rid of it?

Trump can't even read a piece of paper in front of him, or a teleprompter to the side of him, and you think he is auditing billions of dollars in expenses and did so in a few week's time?
With a team that didn't even know the system is in COBOL and they got confused about how birthdates work pretty much on day one?

We're really getting into the fantasy-land defense here.
