Can Rockford Fosgate PBR300X2 or 4 channel run off headunit power line?

The only amplifier advertised as possible to run off the head unit power wires is the Alpine KTP-445U Power Pack. Even then it really should be on at least a 10 ga wire run directly to the battery for the best results. It's the same story with the Clarion XC1410, although it should never be tied in to the head unit's power wires.

Run that Clarion XC1410 it is a great little amp for a headunit + 4 install , I can't really say anything about the Alpine good or bad , but the Clarion is a nice unit , I would not recommend the Rockford PBR amplifiers
