WTF??????? Trying to set gain....

Okay so i just went out to run the 40Hz test tone and set the gain. I turned up the volume to maximum listening volume and turned on the test tone. I have a JBL 10 in parallel at 1 ohm. I want to run 750rms to it(its hooked up at 1000 @ 1, audiopipeAPSM-1300). So 750rms x 1ohm = 750, square root is 27.38volts. But when the gains turned all the way up its only reading maybe 18volts or something way lower, where did i go wrong?

Its 12gauge db wire, its maybe a 1.5ft in length max to speaker

subsonic is set to 25-30Hz, box is tuned to 35Hz

what other knobs? theres a bass boost, bass boost freq, subsonic, lowpass, and gain

LPF is set to like 100-120, its deff picking up the frequency

u think? i theres a builder a my sq thread that says to used 40. He explained it all, so u think i should redo it to 50?

60hz usually clips faster then 40hz does. I mean if you can't hear distortion and your happy then your good. It will be louder set with 40 then 60
