the subs are 250-rms 500 max the amp pushes 500rmsx 2 but i hear the amp is underated power wise so the pr's are over rated and the amp is under rated so??

the stated rms ratings match up fine. i'm not real sure about MA though. for 120$, it may be a decent deal. that's a pretty good price even if the amp gets anywhere near 1000 rms @ 2 ohms. you could also look for a mono amp that does 1000 rms @ 1 ohm and wire your subs to present a 1 ohm load. that would be 1000 rms x 1 @ 1 ohm.

for a decent budget amp. hifonics bxi1206d

that ma amp is only 500 rms. it will actually do around 400-450 so you would be fine with that amp and your sub's

or if you want better quality around the same price get an autotek ss500.1 it will do 696 watts at 14 volts. and 587 at 12.5 volts. it would cost around 130-140 and is a very solid amp
