Well, that's kinda low, but one sub that i can think of is resonant engineering SE. I know it's more than $150, but call them for a direct price. http://www.respl.com. Ignore the MSRP prices. But they only handle 600 RMS. If you want to wait a while, go for an elemental designs A-series. They are $250, but well worth the money. I'd say save up a little more so you can really get the most out of that amp.

 
2003 HCs are on sale for $190 12" 2-ohm DVC at RE. Wire it to 4-ohms and maybe get 600 wtts to it.

I used to have a neon and it doesn't take much to get the sound in and out of those little buggers. I have a 98 Olds Intrigue now with one HC and 700wtts going to it and I don't have to use the Loud functions, or apply any bass to get that sub going.

$190 for a true 1200 wtt rms sub is truly hard to come by.
