Wiring 8ohm tweet to 4ohm

It doesn't matter. Let's say they're 90dB efficient 1W/1M. With one watt of input you're already at 90dB. 2 watts 93dB. 4 watts 96dB. 8 watts 99dB. How much power do you really need to dump into it? More power is great for dynamics/transient attack and of course protection from clipping but it's still going to be plenty loud.

Im looking at the morels as well as the seas but they are all 8ohm and 6ohm respectively. But I really dont know if i should go with metal or a soft dome tweet. Quite frankly I dont know the difference im new to this department of CA. I listen to all rap if that helps

 
it's not going to take a ton of power to get your tweeters to sound good.

Im just running passive with Mpyre 65M's and the xover that came with it. Running with a sax125.2. Budget for tweets probbaly ~65-75
This new information changes my answer from earlier then. Your new problem is now finding a tweeter with the exact same impedance profile that those passives were designed for. Go active.

How much work is going active? Everyone makes it sounds intimidating even though it sounds like it would be fun to work with. What crossovers would i need to buy? and would i need a 4ch instead of a 2ch?

It's really not that bad, just takes time and patience. Understanding slopes and phase behavior is a big plus but there are some safe routes one can take to get started. A convenient way to go is an active HU and yes you need one channel per driver, so for a two way active with a sub you will need a minimum of five channels.

Getting rid of all the reactive components that the passive crossovers were comprised of will let the amplifier provide better damping and will actually make more power available for the driver.
