To build EV's you need new production lines and or facilities. You need to source raw materials such as nickel, cobalt, aluminium, lithium, copper and also need insulation and thermal interface materials. There are many more things needed but each one of these things is a new place to dig holes in the earth, another forest to chop down, more bodies of water to pollute, more land to fill with waste products.

Obviously it’s different. Making cellphones was different than POTS phones. Radial tires were different than bias ply. Unleaded engines different from leaded. Emissions reduction different than smog hogs.

Producing 8 million of ANYTHING is a full scale production.
IF you had 1,000 manufacturers producing them, that would be 8,000 vehicles PER mfgr.
You don’t think making even 8,000 cars for this silly hypothetical is a major production?

In 2021 less than 600,000 EV were sold in the U.S.

Currently, in the United States, EV's are but a small portion of vehicle sales. What is full scale production is internal combustion engine vehicles. EV's are not there yet.
