Why won't my car stereo turn on?

The clarion stereo in my Peugeot 405 will only give me little lights but no display to enter the security code. Fuses are fine and my multimeter says the earth constant, +ve memory and switched +ve work as they should. The antenna is working as a ground, the “dash lights” work and I’ve tried hooking it up to a battery and leaving it to reset. I bought a new radio and this won’t even give me the little lights although it gives 12v from the power antenna wire whereas the original clarion stereo doesn’t. Shorting the +ve constant and earth make my headlights come on if that means anything. Any one got any ideas?
