Why does my subwoofers..

try swap it with another one and keep it wired the same, if another sub does the same thing, it's a wiring problem, if the same sub in a diff location in the box is still different than the rest, the woofer is most likely cooked

You're not going to know until you test with a meter. Typically even carpeting a box as opposed to painting is going to lose a few tenths.
