Whats wrong with my amp?

I have a Hifonics 1500 d class amp

When I turn my amp on it makes a low static noise that wont go away. //content.invisioncic.com/y282845/emoticons/confused.gif.e820e0216602db4765798ac39d28caa9.gif I checked my RCA cables and it even makes that sound when they are unplugged. //content.invisioncic.com/y282845/emoticons/confused.gif.e820e0216602db4765798ac39d28caa9.gif I checked all my wiring to see if a ground is touching somewhere to see it that was the problem. What could be wrong? Is it fixable?
