Whats the deal

I bought a hk4000d from breakdalaw about a month ago. I paid him 300 dollars and he said the amp repair shop (dbr) would ship it to me and he would give them my adress. About 3 weeks go by and chris at db-r tells me breakdalaw sent the amp without the cover and a few missing parts and that the amp is unrepairable... idk how he would have dbr ship it to me if they dont have all the parts. I emailed breakdalaw over a week ago and still no response. I am not sure im getting scammed, but its starting to look that way...

I filed a paypal dispute too... will they get me my money back?

I guess worst case is i have to drive to small claims court 3 hours away.
