preferably available at homedepot or ace, I'd rather not have to order anything...

 
you could use a 2 part epoxy...
I'm sure there are plenty that would work at least sufficiently, or at least probably would. I want to know of a specific one or two that people have had consistent good, lasting results with, unless pretty much all of them are the same...I personally have almost no knowledge about super glues/epoxies

 
Just any 2 part epoxy will be fine... make sure it has a high psi rating on it, and it will be fine... the big thing is make sure you get all the grease and old adhesive off the cone and surround before putting it down to make sure you have a good seal...

 
No, dont use epoxy. That joint needs to flex.
Pickup some incredible goop and use a tooth pick or take the cotton off the end of a q-tip.
does it really need to flex? its a flat joint, its the surround that needs to flex it seems like, that joint should be in the same position at all times shouldn't it?

 
go with the incredible goop as nd suggested. most may not have noticed but it looks to me like you have a butyl surround, which is NOT the same as a foam surround. there are a lot of glues that will stick to foam that will fall right off of your surround.
