what kind of glue to use

replace the sub. It is not worth the effort to recone a sub. If you have not done it before you will not get it right. If the cone is not perfect, you will cause an imbalance in the coil shaft causing it to rub.

 
Even if you have an imbalanced shaft, the driver can work. At rest the cone will rub the sides of the shaft more-so then when you have electricity going through it. I have a cheap SPL (brand) sub that does just this, I use it for kicks and I can push it pretty hard without any problems.
