what causes feedback thro your speaers?

I am farily certain it has something to do with the amplifier - what it is, exactly, I am not sure. Possibly capacitors charging or discharging?

I know that turn-on/off noise elimination is a marketing point in alot of brands of amplifiers, however.

it could be many things. have you unplugged the RCA's and tried turning it down? You have to troubleshoot. I would try that, and try grounding the RCA's. Just plug and unplug. You'll find it.
