No fathers is probably the largest factor. Whether it's through incarceration or a deadbeat, the result will be the same. Children look for structure and often a gang will be the structure if there are no programs that can intervene like big brother big sister, etc. Movies, music, and video games there's zero proof of an effect and I don't think you'll find participation trophy receipients in the ghetto at all. The police and the people would benefit from community projects, but oftentimes these police officers don't live in the areas they patrol. Cops earn enough that they don't need to live in a ghetto, so you've got people who experience both middle class and lower class, but they experience lower class by patrolling and judging it and middle class by living it. That's not a recipe for effective policing, particularly when they just show up to write a report and justice is never served. There's a dismissive tone about gang violence like it's just another shooting, the life doesn't matter enough to investigate. This is why defund the police is the message, because the money would go partially to community projects that instead of capturing and punishing all of the criminals it would more effectively avoid the creation of them. It costs a lot more money, time, and lives to play wackamole with criminal prone areas than it does to inject money to alleviate the problems that accompany or cause poverty that caused it to be criminal prone in the first place.

I remember back when i was at Tech and we'd go to this certain club religiously. 18 to get in, 21 to drink. There were soooo many teeny bopper chicks with fake id's bro. I'm talking 13 year olds looking 21. One of my boys got cased up and did two years in prison. She lied and said she was eighteen, had fake id, they didnt care.
